Print upside down with nozzle size 0.4 mm and layer height 0.2mm. Strong infill of 40% recommend, at least in the area around the axle.
I have used PETG because it is outside all time. ABS/ASA might be a good idea too.
To get rid of any rust and in case you want the valve to look perfect, spend the money for a stainless steel cap nut. :-)
