Description
I found some images of this antique tool online and designed a parametric version of it.
The technique is known as Amish stumpwork, plushwork, or tufted wool embroidery.

I've included basic versions of 4, 5, & 6-petal templates, along with the configured Fusion 360 project file. I also made SVGs of the basic outlines for printing on paper or laser cutting.
The Fusion file can be configured to change the number or dimensions of the petals. To resize the STLs in a slicer, scale the X and Y dimensions to whatever you want, and leave the Z dimension alone to keep its thickness.
