You see them everywhere - piles of excrement, left behind by hapless animals who don't know anything about the germ theory of disease or the relationship between feces & illness.
Charitably: we've all experienced the dawning horror that our bag holder has run empty, that our faithful, furry friend has left a deposit that we cannot easily claim on their behalf. Perhaps the abandoned poops each tell a tale of disappointment & sorrow, of responsible owners who, given the resources, would dutifully clean up after their dogs, but have been caught flatfooted by unfortunate circumstances.
Cynically: some dog owners don't concern themselves with the unsightly mess their pets leave behind - what business is it of theirs if some hapless jogger or child squelches their way thru a mountain of manure, shellacking everything in a thin film of feces? When their neighborhood becomes too deeply submerged for their taste, they'll move on to greener pastures, leaving behind contagion, stench, & widespread hostility for anyone else with a dog.
