The effect is very interesting and I though it would be easy to reproduce using OpenSCAD.
The frame (aka "box") is optional.
[2021-05-31] Doubled the clearance of the frame (aka box) to facilitate movement of the wheel, increased threads clearance.

I enabled ironing for this print. It was not a good idea. The print time almost doubled and the surface finish was not that great. Plus, plastic buildups on the nozzle deposited around the wheel axle, in the middle. I had a lot of cleanup to do after the print. It works but it could be better. Do not turn on ironing for this print.
Assembly
Put the 2 halves of the wheel together. Be sure to have them in reverse order to create the moiré interference pattern. Rotate them by sliding your thumb and index finger. If you printed the frame (aka box), put the wheel in the bottom part. Add one or 2 drip of oil on the edge of the wheel to facilitate movement. Screw the top part of the box.
