T51b power armor files

As promised these are the T51b power armor files that I said I would release after ERRF2023. The pictures shows how we painted this to look like the Nuka Cola power armor. 

The power armor frame is not getting released yet because I need to make some more changes to the file to make it more functional. but I will add it in the future.
