Model created using OSM as well as manually reconstructing several buildings.

A black/blue piece of paper under the model will accentuate the water.
A frame is not needed. Model looks great by itself! 

You can scale the model up or down according to your needs. 

Print Instructions for 0.4mm Nozzle and PLA (smaller nozzle will offer higher degree of detail):

Layer height:     0.15mm
Layer width:      0.38mm
First layer:         0.2mm
Bottom layers:  2
Top Layers:        at least 3! I printed with 2 top layers yet due to the white PLA you can partially           see the underlying infill
Bed Adhesion: Brim (depending on the bed adhesion of your printer a brim might help to keep model from warping) 

Slicing the model can take a while due to high degree of detail!
