Description
I made this because any handy chair have easily became clothes storage for a long time. This mounts to the back of a bookshelf (i use them to partition of a part of my living room as a sleeping area).
You need some 20 mm OD / 17 mm ID plastic tubing and a few short wood screws (like 16 x 4.2 mm).

Notes:
It's not too picky, but depending on how strong you want it to be you may need some extra outer perimeters and solid layers.
Clean up any elephants foot in the pipe holes on the holders and hooks.
Put the pipes in one of the holders.
Add hooks and center support if you want and put on the last holder.
Twist it straight if you have to.
Put on the pipe ends.
Pre-drill the holes on screw it to a shelf.
