The letters are in the tag.
1st) Make sure that the setting to snap models to build plate is off. (Note: Make sure the models themselves are set to 0 for the z-axis in the movement tab)
2nd) Make sure that the "Remove empty first layer" setting is off, should be in the slicing settings if your slicer has this setting.
3rd) Leave the 2_Sided tag where it is but flip the letters and drop them to the build plate. Go under the build plate and line up the letters.
4th) Slice only the letters on build plate. (Note: Can hit Del on others and Ctrl+Z to bring back)
5th) Bring everything back, raise the letters 2.5mm and line them up in their holes.
6th) Delete the tag model and slice just the letters and save as file. Make sure the letters are suspended in midair.
7th) Hit Ctrl + Z, or undo, then delete the letter models and slice just the tag and save as a file.
8th) Print letters on build plate first, change filament, print tag second, change filament, print raised letters. Done

Note: If you want to only do one side just pick whether you want a smooth looking finish or the lined finish shown in 2 images. Lined looking side was the build plate side, other side had the ironing feature from Ultimaker Cura slicer.
