Midway A628-00024-0000 Tube for Vintage Tron Arcade Joystick
Made from metal pipe.
The two holes at the top are 10-32 thread.
Note unlike the flight sticks on Happ Control, Xenophobe, and Discs of Tron that this part is straight, not bent.
