I´m a big fan of the meshtastic project.
First some info about the project itself.
Meshtastic is an open source, off-grid, decentralized, mesh network built to run affordable, low-power devices. The project enables you to use inexpensive LoRa radios as a long range off-grid communication platform in areas without existing or reliable communication infrastructure.

I designed a waterproof enclosure for the RAK19005 baseboard in combination with a 2000mAh Lipo, so u have a runtime from 2 weeks and u can use ur meshtastic device in bad weather conditions even if its rainy.
