I re-designed the top piece for better printability, to use less material, and hold a ½" piece of pvc in the middle.
The redesign made the cone go up at more of an angle, the holes in the bottom are a little further apart. This allows better water flow as well as better printability. The cone is smaller in the middle as well as flat on top to make the water flow better.
The redesign is Version 2.
I needed a few parts that I did not see yet. I wanted to be able to have a large tub with the towers sitting on a board next to each other with a PVC pipe feeding them all from the top. They will have a tee fitting and dived the flow to multiple towers.
This allows that and maybe other uses. These are crude but do the job. I'm not the best making models so I did my best.
The base will need supports under it just for the tabs with the holes for the screws. Use whatever supports you like. The top does not need supports.
The base only has 2 tabs but they are thick to allow good support. If I or anyone else has issues with them not being strong, I can add more tabs. The base is also extended down further to allow it to drop the water in a container.
There is a 4in drain adapter PVC fitting that will fit the bottom at lowes. It will actually fit any of the tower main pieces, you could print an extension piece and use it. Lowes item #171362
I didn't need the extension piece from Lowes but thought I would note it in the event someone was looking for it.
Hopefully this helps someone else wanting to do the same.
Updated Base, V2. The tabs are a little more square and screw holes pushed to the end of the tabs. They also allow for a larger screw head to sink in more. I noticed the tabs on V1 warped a little bit.
*** So I wanted to update, using the PVC in the top, is much easier if I need to change modules in the tower. I glued all the PVC except the one coming down into the top piece. That way it can be removed, height adjusted, etc. I have a bucket tower for my seedlings and its a pain to change modules due to the tube going through the middle. ***

The top piece was uploaded as an obj file. I re-uploaded as an stl as the object file had to be repaired for some reason vs the stl which works fine with no repair in the slicer.
I've also uploaded some new bases. These are version 3. These are made better now that I found some new features to use in fusion 360. These have an extend tube down and allow for putting extension tubes on the bottom if you need it further down to prevent splashing. I have a 2 tab and 3 tab version. I'm personally printing the 2 tab right now. I will post pictures once completed.
V3 pics are on. If you print like I have it on the build plate, upsidedown, it strings a bit on it but overall no issues with print quality and it doesn't need supports.
Print Settings I used, it made this thing feel solid;
Top & Bottom Shell Layers: 5
Wall Loops / Shell: 3
Infill: Gyroid @ 25%
I wanted to make sure it was strong as it is the base but also not use to much extra material. It really does feel super solid using these settings. I used orca slicer for those settings but they should be the same in most other slicers.
