Sure, you can use an app, or just randomly dump the tiles on the table until they fit together perfectly in a random configuration. But what if you wanted an over-engineered set of plastic dominoes with letters on them?
First, pick a number between 1 and 15. From top to bottom, left to right, count up from 1 to 15, and that's where the A tile goes. You'll probably want this to be random, but you can do what you like. I certainly won't try to stop you. I mean, first I'd need your address - and who's going to give me their address just so I can fly out to their house and try to stop them from using their chosen means of randomizing the A tile placement in a game of Civolution? That'd just be weird.
Anyway! The tiles!
Once you know where the A tile is going to go, use some means of deciding how to lay them out. I like to mix ‘em up face down, lay ’em out without thinking too much about it, and then flip ‘em over. Again, you’re free to decide how you want to do it - primarily because I'm too lazy to get on a plane.
Then, copy the layout with the actual map tiles, and you're good to go!
