Playskool Kota My Triceratops Ride head mechanism

My cousin needed a plastic arm inside a gearbox that moves the head of a mechanical ride on dinosaur. He gave me the original part he glued together and I designed this to replace it. He said it works perfectly.

I do not know what this part is called, or how to replace it. I just know it works from what he told me.
