Simple fishing float. Resize to suit your needs.

I recommend 1mm wall thickness and 5% infill (can be increased for more casting distance/less buoyancy).

The float should be waterproof depending on your printer. If not, it can be sealed with clear nail varnish, or rubbed with candle wax to fill any gaps between layer lines.
